China to Prohibit the Import and Export of PFOS Products in 2024 - Regulatory News - Chemicals

On December 29, 2023, China’s Ministry of Commerce, the General Administration of Customs, and the Ministry of Ecology and Environment jointly published the list of goods prohibited from export (eighth batch) and the list of goods prohibited from import (ninth batch), in which PFOS products were included. The lists shall be effective from January 1, 2024.

All these measures are formulated to regulate the circulation of PFOS products in international trade. However, PFOS products can be used for R&D research and reference products.

Products included in the list of goods prohibited from export and import are not allowed to be imported or exported from China and any violations will be subject to stringent punishments. The implementation of these measures will have a significant impact on relevant enterprises involving PFOS products, especially those involving the import and export of PFOS products.

Note:1. The HS Code is provided for reference only and the real product name of products shall prevail.

2. CAS Number refers to the Chemical Abstracts Service Registry Number.

3. Short-chain chlorinated paraffins (SCCP, straight-chain chlorinated hydrocarbons with chain lengths ranging from C10 to C13 and content of chlorine greater than 48% by weight, including SCCPs in mixtures concentrations greater than or equal to 1% by weight).

These 4 chemicals were also included in the List of New Pollutants for Priority Control (2023 edition), which came into force on March 1, 2023.
