          ECHA Considers Including Seven Substances to the Authorisation List

          from ECHA

          Seven new substances are proposed to be included in the REACH Authorisation List. ECHA is now inviting comments for the inclusion of these seven substances.

          These are:

          5-sec-butyl-2-(2,4-dimethylcyclohex-3-en-1-yl)-5-methyl-1,3-dioxane [1], 5-sec-butyl-2-(4,6-dimethylcyclohex-3-en-1-yl)-5-methyl-1,3-dioxane [2] [covering any of the individual stereoisomers of [1] and [2] or any combina-tion thereof]

          Fragrance in soaps and detergents

          Methyl-2-pyrrolidone

          (NMP)

          Toxic for reproduction

          Solvent in coatings, cleaning agents, functional fluids

          Four phenolic benzotriazoles
          (UV-328, UV-327, UV-350, UV-320)

          PBT and/or vPvB

          UV filter in e.g. plastic products, adhesives, sealings

          1,2-benzenedicarboxylic acid, di-C6-10-alkyl esters; 1,2-benzenedicarboxylic acid, mixed decyl and hexyl and octyl diesters with 0.3% of dihexyl phthalate (EC 201-559-5)

          Toxic for Reproduction

          Plasticiser in PVC, adhesive

          Comments on the priority of substances, their uses, possible exemptions from the authorisation requirement, the structure and complexity of supply chains, and on the proposed transitional arrangements are invited by 2 Jun. 2017.

          The European Commission also calls for information on the possible socio-economic consequences of including these seven substances in the Authorisation List.

          If a substance is included in the Authorisation List (Annex XIV to REACH), it can be placed on the market or used after a given date only if an authorisation is granted for a specific use. Companies that are using, manufacturing or importing these substances can apply for authorisation. The draft recommendation specifies the proposed conditions of the authorisation requirement for each substance, including the latest application and sunset dates.
