          India BIS to Include Several Chemical Substances into Mandatory Certification List

          India has submitted several TBT notifications to WTO and intends to list several chemical substances into the Mandatory Certification List at the end of 2021. It is estimated that the official act will be promulgated in the second quarter of 2022 and will take effect in six months from the date of promulgation.

          Besides, on 14 Feb. 2022, India has also released a draft proposal on including 3,4-dichlorophenyl isocyanate into the BIS certification list.

          3,4-dichlorophenyl isocyanate, molecular formula C7H3Cl2NO, is commonly used as pesticide and pharmaceutical intermediates. It is classified as a hazardous substance which is eye/skin irritant and may hurt the respiratory.

          The draft proposal has regulated the standard range, packages, sample as well as the testing methods and requirements of 3,4-dichlorophenyl isocyanate. Once the draft proposal is approved, enterprises can apply for BIS certification for related products and then stick the certification mark on the package.

          About BIS Certification

          BIS (Bureau of Indian Standards) is a quality management organization in India and it plays an important role in granting quality certification and industry standard for products sold and distributed in India. The BIS product certification system aims to guarantee the quality, stability, and reliability of products, including some chemicals.

          The BIS certification scheme is basically voluntary in nature. However, for a number of products, compliance to Indian Standards is made compulsory by the Central Government under various considerations viz. public interest, protection of human, animal or plant health, safety of environment, prevention of unfair trade practices and national security. Some chemicals and petrochemicals have been included in the mandatory BIS certification list, and more chemicals and petrochemicals are expected to be listed in the future.
