          Japan ISHL Labels and SDS of 10 More Substances are Required

          Japan’s Ministry of Health, Labour and Welfare (MHLW) partially amends the Enforcement Order of Industrial Safety and Health Act and related ordinances, which introduces requirements on labeling, safety data sheets and risk assessments of 10 more substances.

          These 10 substances are:

          • asphalt;
          • 1-chloro-2-propanol;
          • 2-chloropropan-1-ol, also known as 2-chloro-1-propanol;
          • terbufos, also known as S-tert-butylthiomethyl O,O-diethylphosphorodithioate;
          • boric acid;
          • diacetyl, also known as butanedione or 2,3-butanedione;
          • carbonyl sulfide;
          • tert-amyl methyl ether, also known as TAME or 2-methoxy-2-methylbutane;
          • phenyl isocyanate, also known as benzene or isocyanate; and
          • portland cement

          MHLW has already notified WTO of its amendments and opinions can be given before 15 June 2017.

          If adopted in July 2017 as planned, the amendments will come into effect in July 2018.

          After adoption, business operators are obligated to:

          (1) Label designated matters on a container or a package to put into the 10 substances and to deliver a document designated matters about these substances when the substances are transferred or provided under the provision of the paragraph (1) of the Article 57 and the paragraph (1) of Article 57-2 of the Act.

          (2) Investigate the danger and toxicity of the 10 substances under the provision of the paragraph (1) of the Article 57-3 of the Act.
