          Major Changes in Japan's Priority Assessment Chemical Substances List: 7 Removed, 3 Added

          Recently, the Ministry of Economy, Trade and Industry (METI) of Japan, under the Chemical Substances Control Law (CSCL), officially announced adjustments to the Priority Assessment Chemical Substances List and the requirements for reporting production quantities. This adjustment involves the removal of seven substances from the priority assessment designation and the addition of three new substances to the regulatory system, along with updates to the related production quantity reporting rules.

          Changes to the Priority Assessment Chemical Substances List

          Substances whose designation was canceled as of March 31, 2025

          • N,N-Dimethylformamide
          • 1,3-Diisocyanatomethylbenzene
          • Potassium 2-ethylhexanoate
          • Ethyl hydrogen sulfate
          • 4,4-Diamino-3,3-dichlorodiphenylmethane (also known as 4,4-Methylenebis(2-chloroaniline))
          • Bicyclo[2.2.1]heptane-2,5(2,6)-diyl=dicyanide mixture

          Substance whose designation was canceled as of April 1, 2025

          • α-(Styrenyl)-ω-hydroxypoly(oxyethylene) (also known as Poly(oxyethylene)=styryl ether)

          Substances newly designated for priority assessment as of April 1, 2025

          • Copper(I) thiocyanate
          • N-Decyl-N-ethyl-N-methyl-1-decanium salt
          • α-Hydroxy-ω-[(9Z)-octadec-9-enoyloxy]poly(oxyethylene-1,2-diyl) (with the repeating unit number n being an integer of 1 or more)

          Production and Import Quantity Reporting Requirements

          For substances whose designation was canceled as of March 31, 2025

          • Report the actual production and import quantities for the fiscal year 2024 as General Chemical Substances.
          • If not re-designated as Priority Assessment Chemical Substances, continue reporting as General Chemical Substances from fiscal year 2026 onward.

          For the substance whose designation was canceled as of April 1, 2025

          • Report the actual production and import quantities for the fiscal year 2024 as Priority Assessment Chemical Substances.
          • If classified as Class II Specified Chemical Substances planned for production and import in the fiscal year 2025, report the projected quantities for 2025.
          • From fiscal year 2026 onward, report the projected and actual production and import quantities as Class II Specified Chemicals.

          For substances newly designated for Priority Assessment Chemical Substances as of April 1, 2025

          • As General Chemical Substances for the fiscal year 2025, report the actual production and import quantities for the fiscal year 2024.
          • From fiscal year 2026 onward, report as Priority Assessment Chemical Substances, detailing actual production and import quantities.

          For Priority Assessment Chemical Substances designated as of April 1, 2024 (Priority Assessment Serial No. 274-285)

          • Begin reporting according to the standards for Priority Assessment Chemical Substances starting from fiscal year 2025.
