China | Update on Information on Ingredients Used in Marketed Products - Regulatory News - Personal and Home Care Products

On February 9, 2025, China’s National Institutes for Food and Drug Control (NIFDC) announced an update to the Information on Ingredients Used in Marketed Products, with the addition of 1,374 new ingredients, 2,297 usage records, and the deletion of data for one ingredient.

The update aims to further enrich reference data on cosmetic ingredients and facilitate the orderly implementation of China's cosmetic safety assessment system. It aligns with the requirements of the National Medical Products Administration (NMPA) Announcement on Optimizing Cosmetic Safety Assessment Management Measures (2024 No. 50).

The new version of the Information on Ingredients Used in Marketed Products, replaces the previous version, which was released on April 30, 2024, and contained 2,234 ingredients and 4,415 usage records. The February 2025 version has been expanded to include 3,608 ingredients and 7,672 usage records. Additionally, the update introduces new application sites, such as body hair and fingernails/toenails, and further optimizes the reference usage principles.

Changes in Ingredient Count and Usage Information

Compared to the previous version of the Information on Ingredients Used in Marketed Products, the new version contains an additional 1,374 new ingredients and 3,257 usage records. Notably, the ingredient data for [02365 TETRASELMIS SUECICA EXTRACT] has been removed.

Expansion of the Scope of Ingredient Usage Information Collection

Scope of Ingredient Usage Information Collection
Information on the Use of Marketed Raw Materials (Previous Version)	This ingredient usage information is an objective record of the usage levels of ingredients that have been used in special cosmetics with valid licenses in China but are not included in the Safety and Technical Standards for Cosmetics and lack evaluation reports from authoritative institutions.
Information on the Use of Marketed Raw Materials (New Version)	This ingredient usage information is an objective record of the usage information of ingredients that have been used in registered and notified cosmetics with valid status in China but are not included in the Cosmetic Safety Technical Specification or the Index of Cosmetic Safety Assessments by International Authoritative Institutions.

Addition of Application Sites and Optimization of Reference Usage Principles

The new version has also optimized the reference usage principles, specifically:

The application site "Face" has been revised to "Face (including Neck)."
New application sites have been added for "Fingernails (Toenails)" and "Body Hair" as reference sites.

The updated Information on Ingredients Used in Marketed Products provides more precise ingredient usage information and strengthens the cosmetic safety assessment framework, helping businesses meet regulatory requirements more effectively.
