          Full Enforcement of Indonesia’s New Rules on Cosmetic Labeling, Promotion, and Advertising Begins November 2025

          In November 2024, the Indonesian Food and Drug Authority (BPOM) introduced new provisions under Regulation No. 18/2024, governing the labeling, promotion, and advertising of all cosmetic products in Indonesia. The regulation came into effect on November 15, 2024.

          A 12-month transitional period has been granted to holders of cosmetic distribution licenses that were obtained prior to the effective date, requiring full compliance with the new requirements by November 15, 2025. Relevant companies are advised to pay close attention to the transition timeline and ensure product compliance with the new regulation.

          Key Updates of the Regulation

          1. Cosmetic Labeling

          Labeling must be complete and clear.

          • Cosmetics, labels must include: cosmetic product name, instructions for use (in Indonesian), composition of the product, country of manufacture, name and full address of the notification holder, batch number, size, volume, or net weight, expiration date, notification number, QR code, warnings and/or precautions (in Indonesian) and halal certification label (if applicable).
          • Labels for refill cosmetics must contain at least six crucial pieces of information: the cosmetic name, notification number, batch number, name and address of the cosmetic refill facility, filling date, and expiration date.


          2. Special Warnings Required

          The following types of cosmetic products must carry specific warning texts.

          • Sunscreen products;
          • Products containing alpha hydroxy acid; and
          • Products containing and/or releasing hydrogen peroxide.

          3. Advertising Rules

          • Promotion and advertisement may only be conducted for cosmetics that have obtained the BPOM notification.
          • Ads must be in Indonesian. Foreign language is allowed, but only as a secondary element.
