          Indonesia Proposes HS Code List for Products Subject to Mandatory Halal Certification

          On November 6, 2025, Indonesia submitted notification G/TBT/N/IDN/160/Add.2 to the World Trade Organization (WTO), announcing the Draft Decree of the Minister of Religious Affairs Regarding Establishment of Harmonized System Codification of Types of Products that are Required to be Halal Certified in Food and Beverages. This draft decree proposes the establishment of a Harmonized System (HS) code list for products that are subject to mandatory halal certification. The draft is currently open for public consultation, with the comment period set to close on November 30, 2025.

          This draft Decision establishes the Harmonized System (HS) Codes for product types that are required to be halal-certified in Indonesia, covering food and beverages, food additives, cosmetics, and natural medicine products. The HS list serves as a reference for importers and/or official representatives in:

          (a) applying for registration of foreign halal certificates;

          (b) identifying product categories subject to mandatory halal certification that are imported, circulated, or traded in Indonesia; and

          (c) applying for halal certification with the Halal Product Assurance Organizing Agency (BPJPH) or recognized Foreign Halal Certification Bodies.

          Halal Certification

          Halal certification is the formal recognition that a product complies with the strict dietary requirements of Islamic law (Shariah). This certification is essential to ensure that products are safe for consumption and use by Muslim consumers, verifying that their ingredients, manufacturing processes, and handling methods fully comply with halal standards.

          On September 9, 2025, the Indonesian Halal Product Assurance Organizing Agency (BPJPH) issued an official announcement stipulating mandatory requirements for the labeling of halal marks and the public disclosure of certification information.
