Thailand Notifies Draft Regulation on Cosmetic Labeling-Fluoridated Toothpaste

On April 4, 2025, Thailand notified the World Trade Organization (WTO) of a draft regulation titled Cosmetic Labeling: Fluoridated Toothpaste (G/TBT/N/THA/773). The comment period for the draft is open until June 3, 2025.

By virtue of Article 22, Section Three of the Cosmetic Act B.E. 2558 (2015), the Chairman of the Cosmetics Committee hereby issued this draft Notification as follows: The manufacturer, importer, or contracted producer of fluoride-containing toothpaste intended for sale must ensure that the product label includes the following information:

• The phrase "Fluoridated Toothpaste" or an equivalent statement;
• The total fluoride concentration, expressed as fluoride ions (Fluorine), with the unit specified in parts per million (ppm) or an equivalent notation.

These labeling requirements mentioned above are in addition to those specified in the Notification of the Cosmetics Committee Re: Label of Cosmetic B.E. 2562 (2019).
