          U.S. EPA Seeks Public Comment on New Rule for Bilingual Pesticide Labels

          On July 21, 2025, the U.S. Environmental Protection Agency (EPA) announced a public comment period for a proposed electronic system to track compliance with bilingual pesticide label requirements. Concurrently, the EPA has updated its Bilingual Labeling Q&A Guide webpage to provide clearer compliance guidance for pesticide registrants.

          Background

          Under the Pesticide Registration Improvement Act of 2022 (PRIA 5), all end-use pesticide products must progressively include bilingual (English and Spanish) labeling for key label sections between December 2025 and 2030. Highly toxic and high-risk pesticides must meet these requirements first, with all products achieving full compliance by 2030.

          Additionally, PRIA 5 requires the Agency to notify registrants within 10 days of updating the Spanish Translation Guide.

          • For agricultural use pesticide labels, companies must update their product label with the new information within one year after the date of publication of the updated Spanish Translation Guide or the latest EPA approved label (whichever is earlier).
          • For antimicrobial and non-agricultural use pesticide labels, companies must update their product label with the new information within two years after the date of publication of the updated Spanish Translation Guide or the latest EPA approved label (whichever is earlier).

          New Proposal: Electronic Tracking via MyPeST

          Previously, the EPA planned to collect compliance data through annual paper-based maintenance fee forms, requiring registrants to check labeling statuses manually. The revised proposal shifts to the MyPeST digital platform:

          • Registrants must report compliance statuses for each product via MyPeST, which displays product types, warning statements, and deadlines to assist compliance assessments.
          • A “Not Shipped” checkbox is added to distinguish between non-compliant products and those exempt from bilingual labeling.

          The EPA states that digital tracking will enhance data integration and analysis, with information stored centrally in MyPeST. Parts of the data may later be made public.
